

The San Bernardino County Department of Veterans Affairs (VA) recently collaborated with the San Bernardino County Probation Homeless Outreach Unit and the San Bernardino Superior Court on the Shelter Treatment Court (STC) program. STC seeks to remove barriers to housing, employment and essential services by resolving outstanding warrants and fines for low-level offenses. These types of legal issues often prevent those experiencing homelessness, including veterans, from breaking the cycle of poverty.
“This partnership demonstrates VA’s commitment to meeting veterans and residents where they are, breaking down barriers to services, and creating real opportunities for people to get back on their feet,” said San Bernardino County Veterans Affairs Deputy Director Demarius Carmichael. “By bringing together VA, Probation and the Superior Court, we’re broadening our outreach to improve service to those who need it most.”
Hosted monthly at varying locations throughout the county, STC events feature a comprehensive network of community-based organizations, nonprofits and county service providers. These partners are on-site to connect attendees with vital resources such as housing assistance, health care, mental health services and benefits support. The most recent STC was held on June 25 at the University of La Verne College of Law in Ontario, where dozens of participants obtained assistance with legal matters and supportive services.
“Shelter Court is a vital tool in our mission to help individuals experiencing homelessness overcome legal challenges that keep them from accessing housing, employment and other critical resources,” said Tracy Reese, chief probation officer, San Bernardino County Probation Department. “By working alongside Veterans Affairs and community partners, we’re able to provide a more holistic approach to supporting our most vulnerable residents, ultimately improving public safety and strengthening our community.”
Through this collaborative approach, VA can identify and support homeless veterans who may not otherwise come forward for help, ensuring they have an opportunity to access the veterans’ benefits they have earned. The department’s participation strengthens the county’s commitment to reaching underserved populations and aligns with the Countywide Vision to improve the quality of life for all residents.
