San Bernardino County strengthens safety with a new five-year partnership between Code Enforcement and Public Works, ensuring clear roads and faster emergency response during winter storms.

San Bernardino County is strengthening its commitment to public safety and operational excellence through a new five-year partnership between the Land Use Services Code Enforcement Division and Public Works. Formalized through a memorandum of understanding, the collaboration combines education, enforcement and coordinated operations to protect the countyโ€™s road system, especially during critical times.

A primary focus of the partnership is the countyโ€™s mountain communities, where winter storms can quickly turn improperly parked vehicles into serious public safety hazards. Vehicles that block snowplows delay emergency response, prevent access for residents and significantly slow snow removal efforts.

โ€œWhen vehicles are parked illegally or improperly, our snowplows simply canโ€™t get through,โ€ said San Bernardino County Public Works Director Noel Castillo. โ€œEvery blocked plow means delayed service, and that delay can leave entire neighborhoods inaccessible and residents without safe travel during critical storm conditions.โ€

Under the agreement, Code Enforcement will take a proactive role by educating residents and visitors about parking restrictions and enforcing those rules when necessary to ensure roads remain clear and passable. What makes this partnership especially impactful is its preventive approach. Code Enforcement officers will conduct outreach and enforcement before and during storm events, ensuring Public Works crews have unobstructed access to plow and maintain roads safely and efficiently.

This coordinated effort helps reduce delays, improve response times and enhance safety for residents, visitors and county staff alike.

The memorandum represents more than an operational agreement; it reflects the countyโ€™s broader commitment to cross-department collaboration, public education and effective enforcement strategies that deliver real results. By working together, Code Enforcement and Public Works are ensuring county roads remain accessible, emergency services can respond without delay, and residents can weather winter storms more safely.
