

San Bernardino County Assessor-Recorder-County Clerk (ARC) Josie Gonzales is urging business property owners to plan ahead when submitting Business Property Statements (Board of Equalization Form 571-L) by mail due to changes in mail processing procedures by the United States Postal Service (USPS).
Under the USPS Regional Transportation Optimization initiative, post offices located more than 50 miles from a mail processing center now transport outgoing mail to those centers only once per day. If mail is deposited after a post officeโs daily pickup, it may not be sent to the processing center until the following day or later.
Please note, mail is postmarked at the processing center โ not at the local post office. This means the official postmark date used to determine whether a filing deadline has been met may be later than the date the item was dropped off.
ARC is required by the state of California to comply with strict statutory deadlines, including determining the official filing date based on the postmark when sent through the mail.
Business Property Statement deadline:
Business Property Statements must be e-Filed or postmarked by May 7. Statements not filed or postmarked by the deadline are subject to a 10 percent late filing penalty.

To ensure timely submission, business property owners are encouraged to consider the following options:
- File online (recommended):
Business owners can securely eFile their statements by creating an account using their account number and Business Identification Number (BIN) at: public.calbpsfile.org/home. - Mail early or deliver in person:
Business property statements, as well as exemption and exclusion claims, may be mailed or delivered in person at County Assessorโs office locations. Mailing early is strongly recommended to avoid delays associated with postmark timing. The Business Property Division mailing address is: 222 W.
