During their oath of office ceremonies at the County Government Center on Tuesday, Chairman and Third District Supervisor Dawn Rowe, Vice Chairman and First District Supervisor Col. Paul Cook (Ret.) and Fifth District Supervisor Joe Baca, Jr. highlighted a spirit of respect, collaboration and dedication to serving San Bernardino County residents as they began their second four-year terms on the Board of Supervisors.

Chairman Rowe represents the Third District, which includes the cities of Barstow; Grand Terrace; Highland; Loma Linda; Needles; Redlands; Yucaipa; Yucca Valley; Twentynine Palms and the rest of the Morongo Basin; portions of the cities of Colton and San Bernardino; and the San Bernardino mountain communities stretching from the Rim of the World communities through the Big Bear valley, including the city of Big Bear Lake. Rowe was first appointed to the Board of Supervisors in 2018, elected to her first four-year term in 2020 and re-elected in March.

“We are able to do good things because of the staff that we have and our outside partners who support us. It is truly a blessing to work with our team to move the county forward and that’s because my colleagues and I respect each other and understand the specific needs in our individual districts, which are very unique and different,” Rowe said.

Vice Chairman and First District Supervisor Col. Paul Cook (Ret.) represents the First District, which includes the cities of Adelanto, Apple Valley, Hesperia and Victorville, as well as numerous unincorporated communities, including Oak Hills, Wrightwood, Oro Grande, Phelan, Piñon Hills and Trona. Cook, a retired U.S. Marine Corps Colonel and former congressman and state assemblyman, was first elected to the Board of Supervisors in 2020 and re-elected in March.

“As a board, we understand the importance of leaving personal opinions and egos aside to focus on the collective good. We are here to serve all of our constituents in San Bernardino County, who are represented in this board chamber. Our goal is to collaborate effectively and achieve positive outcomes together,” Cook said.

Baca, Jr. represents the Fifth District, which includes the city of Rialto, nearly all of San Bernardino, a portion of Colton as well as the unincorporated areas of Bloomington, Muscoy, Arrowhead Farms, Little Third, El Rancho Verde and Rosena Ranch. Baca previously served on the Rialto City Council and the California State Assembly. He was first elected to the Board of Supervisors in 2020 and re-elected in March.

“I enjoyed the time [my colleagues and I] spent together, but most of all, the amount of things we’ve been able to accomplish together as a Board. [We have] taken on a lot of issues over the last four years, balanc[ing] between our public safety, social services and business and constituent services,” said Baca, Jr.

Rowe, Cook, and Baca will continue serving alongside Second District Supervisor Jesse Armendarez and Fourth District Supervisor Curt Hagman. Together they lead a robust organization of more than 23,000 employees across 42 departments and agencies, delivering essential services such as public safety, parks, healthcare and economic development to San Bernardino County residents.

The Board of Supervisors works with the community to achieve the Countywide Vision, which was created by county residents and community stakeholders and calls for the establishment of a “complete county” that offers residents and investors a wide range of choices in how they live and prosper.
