

San Bernardino County is taking an important step forward in strengthening behavioral health services — and the community is invited to be part of the process.
In March 2024, California voters approved Proposition 1, bringing updates to the Mental Health Services Act (MHSA). These changes created the Behavioral Health Services Act (BHSA), the first major reform to the law since it was passed in 2004. BHSA continues to be funded by a 1 percent tax on personal incomes over $1 million and is designed to modernize behavioral health services and expand access to care.
The San Bernardino County Behavioral Health Department has developed its first-ever BHSA Integrated Plan for Fiscal Years 2026–2029 (July 1, 2026 – June 30, 2029). This plan outlines how funding will be used to meet local behavioral health needs over the next three years.
The draft plan reflects input from community members, partner agencies and stakeholders across the county. It serves as a roadmap for improving services, strengthening programs, and investing in solutions that promote wellness, recovery and resilience.
