The Mental Health Services Act (MHSA) is now the Behavioral Health Services Act (BHSA). This transition reflects a renewed commitment to strengthening behavioral health services across San Bernardino County.

San Bernardino County is taking an important step forward in strengthening behavioral health services — and the community is invited to be part of the process.

In March 2024, California voters approved Proposition 1, bringing updates to the Mental Health Services Act (MHSA). These changes created the Behavioral Health Services Act (BHSA), the first major reform to the law since it was passed in 2004. BHSA continues to be funded by a 1 percent tax on personal incomes over $1 million and is designed to modernize behavioral health services and expand access to care.

The San Bernardino County Behavioral Health Department has developed its first-ever BHSA Integrated Plan for Fiscal Years 2026–2029 (July 1, 2026 – June 30, 2029). This plan outlines how funding will be used to meet local behavioral health needs over the next three years.

The draft plan reflects input from community members, partner agencies and stakeholders across the county. It serves as a roadmap for improving services, strengthening programs, and investing in solutions that promote wellness, recovery and resilience.

Community members are encouraged to review the draft plan and share feedback through March 30 by visiting https://wp.sbcounty.gov/dbh/programs/bhsa/.

In addition, the Behavioral Health Commission will host a public hearing:

Behavioral Health Commission Meeting
Thursday, April 2 at noon
850 E. Foothill Blvd., Room F120, Rialto

Satellite locations are available for public attendance at:

  • Apple Valley Clinic, 18818 Highway 18, Apple Valley
  • Yucca Valley, 58945 Business Center Drive, Yucca Valley

Comment forms are available in English and Spanish. To request interpretation services or disability accommodations, please call 800-722-9866 (TTY users dial 7-1-1) or email mhsa@dbh.sbcounty.gov

Through BHSA funding, Behavioral Health continues to support the Countywide Vision by ensuring residents have access to behavioral health resources that strengthen communities and support well-being.

San Bernardino County remains committed to transparency, collaboration, and building a behavioral health system that reflects the needs of the people it serves. Community voices matter — and your feedback helps shape the future of behavioral health services in our County.
