San Bernardino County residents are encouraged to plan ahead when mailing deadline-sensitive items.

Under the United States Postal Serviceโ€™s (USPS) Regional Transportation Optimization initiative, post offices located more than 50 miles from a mail processing center transport mail to the center only once per day. If a letter is dropped off at one of these post offices after its daily pickup, it may not be transported to the mail processing center until the next day or later.

Because mail is postmarked at the processing center, the letter will not receive its automated postmark until it arrives there โ€” not when it was left at the local post office.

For time-sensitive documents, this timing difference can matter.

How this affects San Bernardino County

The San Bernardino Processing and Distribution Center, located at 1900 W. Redlands Blvd. in Redlands, has the primary responsibility of processing and sorting USPS mail originating from and delivered by post offices within the region.

Remote communities may be served by a different USPS processing facility if it is geographically closer. For example, mail originating from areas such as Trona may be routed through the Bakersfield Processing and Distribution Center, located at 3400 Pegasus Drive in Bakersfield.

Given the countyโ€™s sizeโ€”more than 20,000 square miles, the largest county by area in the   nationโ€”changes to USPS practices affect communities differently:

  • Urban southwestern areas (San Bernardino, Fontana, Ontario, Rancho Cucamonga, Redlands, Rialto, Colton, Chino, Chino Hills, Yucaipa): Generally closer to a USPS processing center and more likely to retain faster service.
  • High Desert communities (Victorville, Hesperia, Apple Valley, Adelanto, Barstow): Many are beyond the 50-mile radius of a USPS processing center and may be impacted by the mail transportation changes.
  • Mountain and remote communities (Crestline, Big Bear Lake, Twentynine Palms, Needles, Yucca Valley, Wrightwood): Many are beyond the 50-mile radius of a USPS processing center and may be impacted by the mail transportation changes.

These changes matter because postmark dates may determine whether deadline-sensitive documentation is accepted as timely by the county.

How to help ensure a timely postmark

To help avoid missing a deadline, residents are encouraged to plan ahead and consider the following options when mailing time-sensitive documents:

  • Request a manual postmark:
    • Take your envelope to any USPS post office counter and request a manual postmark on or before the deadline. A USPS clerk applies the postmark, which shows the date the mail was accepted. This service is free and can be important when mailing close to a deadline.
  • Mail early, especially for time-sensitive deadlines.

Property tax payments
The San Bernardino County Auditor-Controller/Treasurer/Tax Collector is responsible for tax collection, including property taxes, tax collection accounting and tax sales.

Late penalties

To avoid penalties, property tax payments must be received or postmarked by the delinquency date. Payments received after this date without a postmark will be considered late, and penalties will be applied according to state law.

The first installment will incur a 10 percent penalty, while the second installment will incur a 10 percent penalty plus a $10 fee. For example, if the first installment amount is $2,000, a 10 percent penalty of $200 will be added. Similarly, if the second installment amount is $2,000, a 10 percent penalty of $200 plus a $10 fee, totaling $210, will be added.

Voting by mail

Under California law, vote-by-mail ballots must be postmarked on or before Election Day and received within seven days to be counted. Ballots with a postmark dated after Election Day will not be counted.

How to cast a vote-by-mail ballot

Business and property filings

The San Bernardino County Assessor-Recorder-County Clerk processes business and property-related forms prescribed by the California State Board of Equalization, including business property statements, tax exemption and exclusion claims, and applications for damage or decline in value reassessment. All forms and applications are subject to strict statutory deadlines, with postmark dates determining the official receipt date and compliance.

Failure to meet filing deadlines may:

  • Reduce the period for which tax relief is granted, or
  • Result in denial of tax relief altogether.

Business property statements must be eFiled or postmarked by May 7. If not filed or postmarked by the deadline, a 10 percent penalty will be applied.

Property assessment appeals

When informal differences over property valuation cannot be resolved with the San Bernardino County Assessorโ€™s office, property owners may file an assessment appeal application with the San Bernardino County Clerk of the Board.

Property assessment appeal deadlines

Regular assessment

  • The filing period will be open July 2 to Nov. 30.

Supplemental assessment and escape assessment

  • These assessment appeals must be filed within 60 days of the mailing date on the Notice of Supplemental Assessment or Notice of Escape Assessment, whichever is later.

  • The assessment appeal must be filed within six months of the mailing date on the Notice of Supplemental Assessment.

Public assistance programs

The San Bernardino County Transitional Assistance Department administers public assistance programs such as CalFresh, Medi-Cal and CalWORKs. Program eligibility determinations and benefit processing timeframes are based on the date documents are received by the county โ€” not the USPS postmark date.

Because program rules rely on the countyโ€™s official date of receipt, delays in mail delivery may affect program administration, including:

  • Application processing timelines:
    • CalFresh initial applications must be processed as soon as possible and no later than 30 calendar days from the filing date, or within three days for eligible expedited CalFresh applications. Delays in receiving mailed applications or supporting documents may slow processing and delay benefit approval.
    • Medi-Cal applications must be processed within 45 calendar days. Delays in receiving requested documentation may slow processing and may result in additional requests.
    • CalWORKs applications must be processed within 45 calendar days. Delays in receiving requested documentation may slow processing and may result in additional requests.
  • Benefit re-evaluation/re-certification requirements: Public assistance programs require periodic reporting and renewals, including the SAR 7 Eligibility Status Report for CalFresh and CalWORKs and redeterminations for Medi-Cal, which updates household information such as income, household composition and expenses to determine continued eligibility. Late submission of required documentation may result in additional information requests or temporary benefit interruptions.

  • Continuation of benefits: Certain household changes, such as changes in employment or income, must typically be reported within 10 days. If required verifications, change reports or renewal documents are received after applicable deadlines, benefits may be reduced, suspended or discontinued until eligibility can be re-established.

In-Home Supportive Services (IHSS)

San Bernardino County Aging and Adult Servicesโ€“Public Guardian (DAAS-PG) administers programs that rely on Medi-Cal eligibility, including In-Home Supportive Services (IHSS) and Age Wise. Because Medi-Cal eligibility is determined by the Transitional Assistance Department, delays in receiving documentation that affect Medi-Cal eligibility may also affect eligibility for IHSS and Age Wise services.

Documentation requirements:

As part of the IHSS application process, applicants must submit health care certification forms or documentation verifying the need for in-home supportive care. These documents must be returned by mail, fax or in person at an IHSS office within 45 days unless the criteria is met for an extension. If the health care certification is received after the deadline, the IHSS application may be denied.

In-home assessments:

IHSS requires an in-home assessment during the application process and annual reassessments to evaluate an individualโ€™s care needs. If appointment notices are delayed or not received in time, applicants or recipients could miss their scheduled assessment, which may result in the denial or termination of services. However, the department works with applicants and recipients to review the circumstances and determine whether a denial or termination may be reversed within a reasonable timeframe.

Commercial weights and measures permitting

San Bernardino County Department of Agriculture/Weights & Measures oversees the registration of commercial weighing and measuring devices and enforces compliance through civil penalties when necessary.

Registration deadlines and penalties

  • Registration fees for commercial weighing or measuring devices are due and payable July 1. Fees will be considered delinquent 30 days after the due date. Postmark shall serve as proof of date paid. Registrant shall pay a penalty equal to 10 percent of the amount delinquent each month they are delinquent – up to 90 days past due.
  • Civil penalties are considered due and payable immediately if a hearing is not requested within 20 calendar days of the receipt of the Notice of Proposed Action. Civil penalties will be considered late if payment is not received within 45 days of the receipt of the Notice of Proposed Action. The postmark shall serve as proof of the date paid. A late penalty equal to 6 percent of the amount delinquent will be assessed to the total penalty due.
