The State has now added short-term lodging to its language regarding hotels under the new regional stay-at-home order. The language states hotels and short-term lodging operators “cannot accept or honor out-of-state reservations for non-essential travel, unless the reservation is for at least the minimum time period required for quarantine and the persons identified in the reservation will quarantine in the hotel or lodging entity until after that time period has expired.” It also limits in-state reservations to essential purposes.

As to enforcement of the State’s orders, the County will continue to educate and engage with businesses and organizations on a cooperative basis on safe practices and current health orders, and respond to complaints about violations as appropriate on a case-by-case basis.
If you have questions about the State’s order with regard to short-term rentals, please contact the State of California or your state representative. The State’s COVID-19 website is https://covid19.ca.gov/.
It’s about time the rental across from me has been rented out daily previously with only 1-2day stays by tenants!! This renting is bad since my town is on generator status since the end dorado fire!
We are surrounded by short term rental homes. It seems clear to me in this order that they may not be rented to anyone unless it is for essential services. I was wondering if the county sends notification of this order to the property managers and permit holder of these vacation rentals? I am also wondering what the enforcement will be for people who violate this order? Can we file official complaints against the property? Property owners and managers notified that they are in violation? Eviction?
Hi Barbara, if you feel someone is out of compliance, you can report it here: https://dphsbcounty.co1.qualtrics.com/jfe/form/SV_9ZiPuXkOoP29l4x
This is confusing. Is it legal to rent to residents of California since the language specifically references ‘Out of state reservations? and if so –How is anyone supposed to tell which short term renters are from out of state? They could have just rented a car with CA plates.
Hi Justin, you should contact the State of California as they have set the rules for the latest Stay at Home order with regard to lodging.
When will the county be sending notification to permit holders? As of now we have not received a phone call or email. And many owners do not check this website or even know to. How will rental owners even know about these restrictions if they are not informed?
Has anyone heard any news in regard to short-term rentals? I have some reservations for the next few days and all guests are CA residents from the same household. I want to do things right but the order is not clear at all.
What is the least minimum time period required for quarantine?
Hi Charles, here is a link to State’s COVID-19 website for more information on quarantine for lodging: https://covid19.ca.gov/
If we have made a reservation for a short-term rental in SB for next week but are not an essential worker, shouldn’t the host cancel the reservation, as us staying there is prohibited?
Hi Nick, Please contact the State of California or your state representative for clarification on the orders.
Is the county providing hotel rooms or a place to quarantine if one does not have where to do so?
Hi Maria, please contact 2-1-1 if you need housing assistance. You may also want to call the COVID-19 hotline at (909) 387-3911 for more information on housing resources depending on your circumstances.
How do I report SBCounty STR violations of the Regional Stay at Home Order?

As a short term rental owner, how can we be updated as to I when we can accept bookings for non-essential travel again? I’ve had to decline nearly 10 requests since the very end of December to now January 2nd. We still have a mortgage and bills to pay and it hurts to watch all the income pass us by. All of our requests have been from people in state just wanting to drive down and get away from home.
Hi Bee, you may contact the State of California here as they have set the rules for short-term rentals: https://covid19.ca.gov/
I have dresses on my property and they tore up the place need help with getting him out
I have an short term vacation rental across the street. There are visitors every week-end since January 1st. Are they not supposed to stay home during the latest COVID-19 surge? Is the owner required to permit this home as a vacation rental, and what is the process in doing so to get a permit for a vacation rental? thank you.
Hi Richard, Here is a link to our Land Use Services Department and information on how to obtain a permit for short term rentals. http://cms.sbcounty.gov/lus/CodeEnforcement/ShortTermRentals.aspx
Stay-At-Home order is still in place as Southern California has not yet recovered its ICU capacity from 0%. The latest on the short term vacation rentals, hotels and campground is that they are not allow to operate “except for use in connection with COVID-19 mitigation, containment, and treatment measures, as accommodation for essential workers or those displaced by fire or other emergency, or for individuals or families who have no other primary residence (including individuals who would otherwise experience homelessness).” (https://covid19.ca.gov/travel/). I know it’s confusing and frustrating because so many vacation rental owners are openly violating the public health orders as if the risk of COVID-19 is non-existent. We live in Pioneertown CA and we are seeing a significant increase in transient people coming to our small desert community since the Stay-At-Home order was implemented in December 2020.
Im seeking to open a dome hotel in Joshua tree with 10 units, do I need to be on commercial land and if not can I purchase 20acres and convert it to commercial land.
Hi Derick, please contact our Land Use Services department for more information here: http://cms.sbcounty.gov/lus/Home.aspx
Do you know what the fines are for short-term rentals that are NOT following the civic mandates. I have rentals still being occupied in my neighborhood
The County’s goal is to first educate and engage people about the stay at home order with regard to lodging before levying fines. Here is a link to our complaint form: https://dphsbcounty.co1.qualtrics.com/jfe/form/SV_9ZiPuXkOoP29l4x
