ARMC upgrades Citrix infrastructure for enhanced data security
Arrowhead Regional Medical Center (ARMC) is entering into an approximately $4.1 million contract with Entisys Solutions, Inc., dba e360, to upgrade ARMC’s Citrix infrastructure for a more secure user interface and storage of hospital data, including patient medical records. Citrix is ARMC’s virtual desktop and application platform that ARMC uses to deliver content to hospital staff in a mobile and secure fashion. The current NetScaler infrastructure is not supported and must be replaced to continue to be supported by Citrix.
This upgrade will enhance the secure use and storage of hospital data, ensuring continued access to essential systems like the Epic Electronic Health System — a comprehensive platform that streamlines patient care, data sharing and administrative processes for healthcare organizations — and provide ARMC with ongoing support to meet industry standards while addressing evolving cybersecurity threats.
The project is funded through Medi-Cal, Medicare, private insurance and other departmental revenue.
ARMC is helping to achieve the Countywide Vision by investing in new technology to continue to provide superior health care services to San Bernardino County residents.
District Attorney secures grants to combat insurance fraud and economic crimes
San Bernardino County District Attorney Jason Anderson has secured three significant grant awards from the California Insurance Commissioner, totaling over $4.3 million. The grants include:
- Approximately $812,000 to support the Automobile Insurance Fraud Program for the investigation and prosecution of automobile insurance fraud and economic car theft cases in San Bernardino County from July 1, 2024, through June 30, 2025.
- Approximately $497,000 to support the Organized Automobile Fraud Activity Interdiction Program for the investigation and prosecution of large-scale automobile insurance fraud cases throughout the Inland Empire in collaboration with the California Department of Insurance, California Highway Patrol and Riverside County District Attorney from July 1, 2024, through June 30, 2025.
- Approximately $3 million to support the Workers’ Compensation Insurance Fraud Program for the investigation and prosecution of workers’ compensation insurance fraud cases in San Bernardino County from July 1, 2024, through June 30, 2025.
Grant accepted for the Health Care Program for Children in Foster Care
The Board of Supervisors accepted a $6.4 million allocation from the California Department of Health Care Services (DHCS) to support the San Bernardino County Department of Public Health’s Health Care Program for Children in Foster Care for the 2024-25 fiscal year.
Funded by DHCS since 2008, the program addresses the unique health needs of children and adolescents in foster care by providing access to medical, dental, mental health, developmental and specialty services. Approximately 6,700 foster children in San Bernardino County benefit from this program, which is coordinated by county public health nurses in partnership with county social workers.
By providing equitable healthcare and other supportive services to children in the foster care system, the Department of Public Health is advancing the Countywide Vision to provide equitable high quality health care services and whole person care to the county’s most vulnerable residents.
Expansion of non-residential drug court services
The San Bernardino County Department of Behavioral Health has secured new contracts with High Desert Child, Adolescent and Family Services Center and Inland Valley Recovery Services, along with an expanded agreement with Clare|Matrix, totaling approximately $7.8 million, to enhance services for individuals with substance use disorders in the county’s adult and juvenile drug courts. These programs, serving approximately 936 individuals annually, provide an alternative to incarceration through supervised treatment, support and judicial oversight to promote recovery and reduce recidivism.
Probation Department supports housing for at-risk youth
The county’s Probation Department has entered into $5.3 million in contracts with six agencies to provide housing and reentry services for youth under the department’s supervision from Jan. 1, 2025, through Dec. 31, 2029. The agencies include:
- Avector Community Group, Inc.
- Beloved Housing
- Bigger Than You
- Citadel Community Care Facilities
- Hope Homes
- Molding Hearts.org
These services will support approximately 60 youth annually as they transition from secure youth treatment facilities into probation supervision.
The contracted agencies will provide youth with high-quality reentry services and aftercare programs, including stable housing, case management, mentoring and access to education and/or employment opportunities. Professional case managers and mentors will work with youth to prevent their transfer to the adult correctional system, support their transition into adulthood and help them become responsible, thriving members of their communities.
The services are funded through the 2011 Realignment Juvenile Justice Subaccount and Juvenile Reentry Grant.
High-need kitten and cat pet foster program extension
The San Bernardino County Department of Public Health – Animal Care received an additional $100,000 grant award from the University of California Davis Koret Shelter Medicine Program for the California for All Animals Program.
Initially approved on March 12, 2024, the grant funds a pilot pet foster program that trains foster families to provide temporary care for high-need kittens and cats. This includes caring for young kittens without mothers, sick cats and semi-social cats to enhance their readiness for adoption. Utilizing the additional grant funds, the program will be extended from April 1, 2024, to June 30, 2025.
The program extension furthers the county’s Department of Public Health – Animal Care’s goal of reducing euthanasia rates and improving support for stray animals throughout San Bernardino County.
Prado Regional Park potential sports and entertainment facility study
The Board approved a $61,000 budget adjustment for the San Bernardino County Economic Development Department to fund a consultant study assessing the feasibility of developing a sports and entertainment facility at Prado Regional Park. Conducted by Brailsford & Dunlavey over eight weeks, the study will include an in-depth analysis of regional demographics, existing sports and entertainment assets and the potential economic impacts of a potential facility.
The project seeks to identify development opportunities that meet regional needs, enhance tourism and maximize local economic benefits.
This initiative aligns with the Countywide Vision by investing in quality-of-life entertainment options and fostering community connections through shared open spaces.
Del Rosa area sidewalk installation project grant award
The Board of Supervisors accepted a $961,000 grant from the Southern California Association of Governments through the Carbon Reduction Program to construct approximately 0.33 miles of sidewalk along Del Rosa Drive, from Pacific Street to San Bernardino County Fire Station 226.
With an estimated total cost of $1.08 million, the project includes an additional $124,000 in funding from the county’s Department of Public Works gas tax revenue. Construction is expected to begin in summer 2028.
This project aligns with the Countywide Vision by enhancing pedestrian safety and promoting active transportation in the area.
