
Supervisors make community investments using discretionary funding
The Board of Supervisors approved several district-specific projects using board discretionary funds:
- Supporting the construction of the Rialto Police Department’s Real Time Crime Center with approximately $1.45 million in funding from Vice Chair and Fifth District Supervisor Joe Baca, Jr.’s District Specific Priorities Program.
- Assisting the Make-A-Wish Foundation of Orange County and the Inland Empire to grant life-affirming wishes for critically ill children with $120,000 in funding from Second District Supervisor Jesse Armendarez’s District Specific Priorities Program.
- Providing $17,000 from Armendarez’s District Specific Priorities Program to County Behavioral Health to support outreach efforts targeting fentanyl awareness and prevention.
These allocations align with the Countywide Vision by promoting the safety, health and well-being of residents.
Agricultural/Weights & Measures Exotic Fruit Fly Pest Detection Trapping Program
Agricultural/Weights & Measures entered into a revenue agreement with the California Department of Food and Agriculture, Pest Detection, Emergency Projects for the reimbursement of approximately $588,00 to support the Exotic Fruit Fly Pest Detection Trapping Program through June 30, 2025. This program involves placing and servicing specialized traps designed to detect invasive pests, including Mediterranean, Mexican, and Oriental fruit flies on host trees throughout the county.
By proactively working with other government agencies to prevent infestations and protect the local agricultural economy and natural resources, the county is helping to fulfill the Countywide Vision.
Arrowhead Regional Medical Center 2025-26 Graduate Medical Education Program update
The Board of Supervisors approved the 2025-26 Graduate Medical Education Program Master Employment Agreement, allowing Arrowhead Regional Medical Center (ARMC) to employ approximately 244 resident and fellow physicians across 16 specialty and subspecialty programs. The agreement ensures that resident and fellow physicians receive comprehensive clinical training while providing high-quality patient care at ARMC.
The approximately $20.9 million program is funded by state Medi-Cal, federal Medicare, and reimbursements from local hospitals participating in the resident curriculum.
The ARMC Graduate Medical Education Program aligns with the Countywide Vision by training the next generation of healthcare professionals through strategic partnerships with medical schools serving the county.
Grant awards for transitional housing and housing navigation and maintenance services for foster youth
Children and Family Services received a joint allocation award totaling approximately $2.82 million from the California Department of Housing and Community Development to bolster housing stability for young adults, particularly those transitioning from foster care or probation. The award includes $1.6 million for Transitional Housing Program services and $1.2 million for the Housing Navigation and Maintenance Program. The grants will support nearly 150 young adults aged 18 to 24 by providing assistance in securing and maintaining housing.
The programs will also employ dedicated housing navigators to assist youth in securing stable housing and overcoming barriers to independent living. Additionally, county social workers and probation officers will receive specialized training to better identify housing instability and effectively connect young adults to these essential housing resources.
Targeting housing assistance services and enhancing collaboration between departments to ensure vulnerable youth have the support and stability necessary for a successful transition into adulthood aligns with the Countywide Vision.
Manufacturing and job readiness training for CalWORKs participants
The board approved a three-year, approximately $1.39 million contract with Technical Employment Training, Inc. (TET) to provide machine trades vocational education and training services for CalWORKs participants. This federally funded program is administered by the Transitional Assistance Department and will provide approximately 180 participants with comprehensive hands-on training in manufacturing trades, preparing them to earn National Institute for Metalworking Skills (NIMS) certifications, which are highly valued in the manufacturing industry.
TET’s unique vocational program includes 630 hours of classroom instruction and practical training in machining operations, quality control, blueprint reading, computer-aided machining, and computer numerical control operations. Students will also receive essential job readiness training in resume writing and interview preparation.
By providing participants with direct experience in the manufacturing industry and equipping them with skills for immediate employment and self-sufficiency, the county is working to achieve the Countywide Vision.
Approval of the 2025-30 Consolidated Plan and 2025-26 Annual Action Plan
The board approved the Community Development and Housing Department’s 2025-30 Consolidated Plan, including the 2025-26 Annual Action Plan, for submission to the United States Department of Housing and Urban Development (HUD). The Consolidated Plan outlines strategic goals and identifies priorities for addressing affordable housing, community development, and economic opportunities for low- and moderate-income residents in the county’s unincorporated areas and 13 cooperating cities. The plan supports a coordinated, sustainable approach to improving living conditions and expanding affordable housing options.
The approved plan positions the county to receive approximately $9.42 million in federal funding from the Community Development Block Grant, HOME Investment Partnerships Act, and Emergency Solutions Grant (ESG) programs. These funds will directly benefit communities by supporting a variety of projects and services such as infrastructure development, emergency shelter services, affordable housing and community services.
Emergency relief funds allocated for 2023 winter storm road repairs
County Public Works secured approximately $330,000 in federal emergency relief funds allocated by the California Department of Transportation as reimbursement for road restoration costs stemming from the severe winter storms in February and March 2023. Following the storms, the county restored roads and public infrastructure at National Trails Highway at Wild Wash in Helendale as well as Arrowhead Villa Road, Burnt Mill Road, and Cottage Grove Road in Lake Arrowhead. These restorations involved critical debris removal, culvert cleaning, pavement repairs, and reinforcement to maintain safe and reliable roadway conditions.
These reimbursements help to ensure the county can continue to maintain sustainable public infrastructure in accordance with the Countywide Vision.
Glen Helen Parkway Bridge Over Cajon Wash Project update
The board approved an approximately $42 million construction contract with Griffith Company for the Glen Helen Parkway Bridge Over Cajon Wash Project in the Devore area. The project will construct a new four-lane bridge over the Cajon Wash, enhancing connectivity to the existing grade separation over the Union Pacific and BNSF railroad lines. Including contingency and engineering costs, the total project investment is estimated at approximately $52 million and is funded primarily through the Federal Highway Bridge Program with local matching funds and Measure I revenues.
Additionally, the board approved an approximately $164,000 amendment to the existing contract with Biggs Cardosa Associates, Inc., for added construction support services.
Investing in critical infrastructure projects that enhance connectivity and support growing communities reflects the county’s commitment to achieving the Countywide Vision.
