The 2025-26 Preschool Services Department Policy Council members have been selected.

The San Bernardino County Preschool Services Department is delighted to welcome the newly elected 2025-2026 Policy Council representatives. This dedicated group of parents and community members is stepping up to play a vital role in guiding the direction of the county’s Head Start and Early Head Start programs.

The new representatives underwent a two-day orientation that was held on Oct. 8 and 9. The orientation was designed to equip the incoming members with essential knowledge about Preschool Services and the Head Start model, emphasizing the significance and responsibilities of their new roles. During the event, the Policy Council members held internal elections to select their key leadership positions, including chair, vice chair, treasurer and secretary. They also determined who would represent the council at conferences and the quarterly Shared Governance Board meetings, ensuring strong parent and community representation throughout the year.

The council is composed of parents of currently enrolled children, all elected by the parents of children attending the programs, and community members, including former Head Start parents, who bring valuable external perspectives. This structure empowers parents to have a voice in decisions that directly impact their children’s education and well-being.

The Policy Council plays a vital role in shaping the direction and oversight of the Head Start program. They meet monthly to deliberate on key program decisions, including setting and approving priorities for recruitment, selection and enrollment; reviewing and submitting funding applications; and approving bylaws, staff hiring policies and program personnel standards.

Preschool Services firmly believes that parents are their child’s first and foremost teachers and that including both parents and the community in a child’s education is paramount to their success. Ensuring parents are deeply involved in program operations embodies the commitment to shared accountability, governance and partnership.
