When severe weather, wildfire conditions or other emergencies threaten communities, power outages can create immediate challenges for residents. Recognizing the importance of accessible, trusted places where people can turn when electricity is unavailable, the San Bernardino County Library is partnering with Southern California Edison (SCE) to make select library locations available as community resource centers during designated Public Safety Power Shutoff (PSPS) events.
“Ensuring our residents have access to reliable information and community resources during emergencies is an important part of strengthening public safety across San Bernardino County,” said Board of Supervisors Chairman and Third District Supervisor Dawn Rowe. “By bringing together the County Library, Southern California Edison and our emergency management partners, we are expanding opportunities for residents to find support close to home when unexpected power disruptions occur. Partnerships like this help build stronger, more prepared and resilient communities.”
The partnership provides another layer of community support during emergencies when power may be intentionally shut off as a precaution. For residents experiencing an outage, an activated library location can provide a familiar and accessible place to stay connected and access designated information and resources.
“During an emergency, having a safe and trusted place in the community can make a tremendous difference,” said County Librarian Melanie Orosco. “Our partnership with Southern California Edison brings together two organizations with a shared commitment to helping residents prepare for and navigate power disruptions. When electricity is unavailable at home, participating libraries can provide an important point of connection for the communities we serve.”
A PSPS is a precautionary measure that may be implemented during periods of elevated wildfire risk to reduce the potential for electrical equipment to contribute to a wildfire. Power interruptions can affect households in significant ways, particularly residents who rely on electricity to communicate, access information and meet other essential needs.
The partnership is in line with the county’s efforts to enhance emergency preparedness and response through the Office of Emergency Services (OES), which oversees the county’s broader emergency response coordination.
“Effective emergency response depends on strong partnerships, coordinated communication and ensuring residents know where to turn for reliable information and support,” said Director of Emergency Management Crisanta Gonzalez. “Libraries are already recognized and trusted gathering places in our communities, making them a natural resource for residents during power disruptions.”
The collaboration reflects the County Library’s broader role as a community partner during times of need. With branches located throughout San Bernardino County, the County Library is well positioned to complement the county’s emergency response efforts by connecting residents with information and resources close to home.
Participating County Library locations will not automatically activate during every PSPS event or power outage. Activation will depend on the circumstances of each qualifying event and coordination with SCE. Specific locations, operating hours and available resources will be communicated to residents when a community resource center is activated.
Residents are encouraged to prepare before an emergency by developing a household emergency plan, maintaining emergency supplies, staying informed through official sources and identifying community resources that may be available if electricity is interrupted.
The County Library encourages residents to become familiar with their local library and the resources available throughout the year while continuing to follow guidance from County Emergency Services, SCE and other appropriate emergency officials during an active emergency.
