This week we return to another fascinating story of the many great county residents who have served in Auditor-Controller/Treasurer/Tax Collector (ATC) Ensen Mason’s position since 1853.

Larry Walker retired from San Bernardino County, having served as an elected county leader from 1986 to 2016.  During that time, Walker served as a county supervisor, chair of the Board of Supervisors, auditor-controller, recorder, county clerk, treasurer, tax collector and director of Central Collections. He previously served as mayor of Chino from 1980 to 1986, and as a city council member from 1978 to 1980.

Walker was as a founding member and chair of the Board of Directors of the Southern California Regional Rail Authority (Metrolink), the Southern California Agricultural Land Foundation and the California Electronic Recording Transactions Network Authority (CERTNA). He was president of the State Association of County Auditors (SACA), and of the County Recorders’ Association of California (CRAC). He was also a member and president of both the Omnitrans Board of Directors and San Bernardino Associated Governments (SANBAG).

Accomplishments – At a glance

  • As mayor of Chino, Walker championed the acquisition of land for parks, including Liberty Park, Heritage Park, Walnut Park and others.
  • Increased funding for the Chino Police Department and advocated for planning and financing of storm drains and other infrastructure.
  • As county supervisor, Walker supported the construction of the 71 and 210 freeways, along with many other transportation improvements. 
  • Served as one of the original Metrolink Board of Directors for over a decade.
  • Assisted with preserving nearly $30 million worth of agricultural open space in the former Dairy Preserve.
  • Built a new system to record documents and store them safely.
  • He was a key partner in the original effort to create the California Electronic Recording Transactions Network Authority.
  • As auditor-controller, Walker initiated the Fraud, Waste and Abuse Hotline.
  • Established ATC’s Audit Committee to enhance communication between ATC, the Board of Supervisors, the County Administrative Office and the public.
