Josh Dugas selected as new Behavioral Health director

San Bernardino County has named Josh Dugas as the new director of the Behavioral Health Department, following his service as acting director of the department since January 2026.

Dugas brings nearly 25 years of public service experience and an extensive background in executive leadership, fiscal administration, public health and community services. Throughout his county career, he has led multidisciplinary teams, managed complex budgets and helped advance initiatives focused on strengthening systems, improving service delivery and responding to the evolving needs of communities.

“Josh is stepping into this role at an important time for behavioral health in San Bernardino County, and the board has great confidence in his leadership,” said Board of Supervisors Chairman and Third District Supervisor Dawn Rowe. “He brings a collaborative approach, a strong understanding of county operations and a clear focus on serving our communities well. We congratulate him on this appointment and look forward to his continued leadership of the department.”

Dugas began his career with San Bernardino County Environmental Health Services as a registered environmental health specialist trainee and progressed through several leadership roles before serving as chief of Environmental Health. He has held key executive positions, including assistant director, chief financial officer and director of Public Health.

His leadership experience spans public health, environmental health, emergency preparedness, fiscal administration and community services. Dugas has also played a central role in disaster response, system modernization and the implementation of innovative programs aimed at strengthening services and improving community outcomes.

“It is an honor to serve as director of Behavioral Health and to continue working alongside the dedicated staff, providers, partners and communities that make this work possible,” said Dugas. “This is an important time for behavioral health, and I am committed to building on the department’s strengths while continuing to listen, improve and work together to ensure the people we serve can access the care and support they need.”

As director, Dugas will lead Behavioral Health as the department continues to strengthen access to behavioral health services, enhance partnerships and navigate significant statewide changes transforming the behavioral health system.

“I am excited about what we can accomplish together,” Dugas said. “Our focus will remain on the people and communities we serve, supporting our workforce and partners, and creating a department that is responsive, accountable and continually looking for ways to do better.”

Dugas holds a bachelor’s degree in biology from California State University, San Bernardino, and a Master of Business Administration with a concentration in finance from the University of Redlands. He also actively participates in local and statewide committees focused on advancing public and community health.
