Office of Homeless Services receives Partnership Award for outstanding collaboration and service

The Office of Homeless Services (OHS) was honored with the Partnership Award by the Housing Authority of the County of San Bernardino (HACSB) for its dedication to collaboration, innovation and exemplary service on Wednesday, April 22, in Rancho Cucamonga.

The Partnership Award, launched in 2024, honors organizations and departments that strengthen communities, enhance services, and create meaningful opportunities through collaboration to address complex housing and community challenges.

OHS was selected for the award based on its strong community partnerships, work in sustaining permanent supportive housing, responsiveness and access to services, and a proven ability to support people in need.

“This recognition reflects our continued commitment to strengthening partnerships and improving access to housing for those in need,” said OHS Chief Marcus Dillard. “We are proud to work alongside HACSB to support individuals and families in achieving stability and long-term success.”

HACSB leadership also highlighted the department’s role in responding to proposed federal changes to the Continuum of Care Program, a federal initiative that supports communitywide efforts to prevent and end homelessness by funding housing and supportive services for individuals and families. OHS supported partners by sharing updates, holding meetings to discuss the changes, and assisting partner agencies with questions and concerns.

“Marcus and his team played a critical role in coordinating guidance and supporting partner agencies during proposed federal changes to the Continuum of Care Program,” said HACSB Deputy Executive Director Rishad Mitha. “Their leadership and responsiveness ensured agencies had the information and support they needed during a time of uncertainty. While the proposed changes were ultimately suspended, the efforts made by OHS were exceptional.”

Nominations for the Partnership Award are submitted by HACSB staff based on interactions with partner organizations, and award recipients are selected by the HACSB executive team. The selection process considers several factors including demonstrated commitment to HACSB’s mission and values, impact on residents and the broader community, innovation and creativity in service delivery, the duration of the partnership, and a solutions-oriented approach to improving outcomes for individuals experiencing homelessness and those in need of housing support.

The award was formally presented to the department during HACSB’s semi-annual meeting. The recognition reflects OHS’s ongoing commitment to excellence, collaboration and service to the community.
