

Nonprofit organizations serving San Bernardino County will have another opportunity to access affordable financing when the third application round for the Inland Empire Nonprofit Loan Fund opens Tuesday, Sept. 1.
Applications will be accepted through Sept. 30 for loans ranging from $100,000 to $400,000. The below-market financing can help eligible nonprofits manage cash flow, make facility improvements, purchase or renovate facilities and meet short-term funding needs.
The $5 million regional loan fund was created through a partnership between the Inland Empire Community Foundation (IECF), San Bernardino County, the city of Riverside and the Nonprofit Finance Fund. The county contributed $3 million through the San Bernardino County Nonprofit Revolving Loan Fund, which was approved by the Board of Supervisors in April 2025.
The fund aims to fill a long-standing gap in access to capital for nonprofit organizations that often face barriers to traditional financing. By improving financial stability and supporting growth, IECF and its partners hope to empower nonprofits to better serve the regionโs most vulnerable residents.
โNonprofits are essential partners in delivering services and improving the quality of life for residents throughout San Bernardino County,โ said Board of Supervisors Chair and Third District Supervisor Dawn Rowe. โThe revolving loan structure allows our investment to go further by putting those dollars back to work as loans are repaid, creating new opportunities to support nonprofits and the residents they serve for years to come.โ
The fund offers four types of financing:
- Working capital loans to help nonprofits manage cash flow, including reimbursement delays with government contracts.
- Real estate loans to purchase or renovate facilities that are essential to providing services.
- Facility improvement loans for projects such as tenant improvements and energy-efficiency upgrades.
- Bridge loans for short-term financing with a confirmed source of repayment.
