Auditor-Controller/Treasurer/Tax Collector Ensen Mason is pleased to present another fascinating story of the many great county residents that have served in his position since 1853.

Following the retirement of Treasurer-Tax Collector John A. Gartner, his two top aides, Joe Bell and John Raymond Jr., along with Redlands City Treasurer Tom O’Donnell ran to succeed him with Bell ultimately winning the position.

Prior to his election, Bell joined the county in 1964 as chief of the Unsecured Property Tax division and was promoted to assistant tax collector in 1971. Bell touted his seven years as assistant tax collector, 14 years of experience in office, 20 years of experience in management and his bachelor’s degree in business administration as his qualifications for the office of Treasurer-Tax Collector. He held the position for more than eight years between 1979-1987.

To the surprise of many, Bell passed away after exercising for the first time at the YMCA in a new fitness program for county government executives. After a 30-minute workout, he collapsed and was immediately rushed to the county medical center, where he was pronounced dead upon arrival. Bell was survived by his wife and four children. He was also a World War II veteran who proudly served his country.
